Foundation for Social Care is a Lucknow-based NGO working for the social, educational and economic development of the deprived and excluded people since its foundation in 1994. Amid its multifarious activities, it has launched its ambitious project "FSC Scholarship Programme" in July 2000. The region covered by the Programme comprises all the northern states of the country except Jammu & Kashmir. So far Gujarat was excluded from the Programme while considering it a prosperous state. However, the earthquake in 2001 and communal carnage during March and April this year has left a lot of families derooted and economically precarious.
Consequently, hundreds of students, hailing from among the victims of the natural and man-made calamities that have recently on the haunt of the state, might not be able to continue their studies or at least with great difficulty. It is evident from the reports and surveys that even some the erstwhile aristocrat families in various parts of the state have become penniless and hardly feel able to afford high expenses of the increasingly commercialized education. In order to assist the deprived people, Foundation for Social Care has resolved to provide financial support to as many students as possible, within the limitation of resources at its disposal. The present scheme is an outcome of this resolution.
1. FSC Loan Scholarships (FLS)
The FSC is already giving 200 scholarships in the entire region in the form of scholarship loan. It is the second largest Scholarship Programme running in the country for the uplift of the students of our minority community second just to the IDB. The total amount involve per year is more than three million rupees. These scholarships are awarded on the basis of state quotas. Out of these 150 scholarships are reserved for graduation, whereas for the post graduation and Ph D levels the number is 25 each.
In the wake of glaring situation of the state, it has been decided to allot some of the loan scholarships to the aspirants of the state. Therefore, 5 scholarships for graduation and 2 scholarships for post graduation have been earmarked for the students of Gujarat
2. Special Scholarship Scheme for Gujarat (SSG)
Apart from the above said allocation, it has been decided by the FSC to raise special funds from common people under "Special Scholarship Scheme for Gujarat (SSG)" to include maximum number of beneficiaries of the state. The tentative plan is to raise at least Rs 2,00,000 for the scheme. The plan is to select 40 students under this scheme and the amount will be utilised for the scheme in the following manner:
a. Scholarships at Senior Secondary Level
No. 25 x @ Rs 250 per month x 10 months = Rs 62,500
b. Scholarships at Graduation Level
No. 10 x @ Rs 500 per month x 12 months = 60,000
c. Scholarships for Post Graduation Level
No. 5 x @ Rs 1000 per month x 12 months = 60,000
d. Expense on Execution and Orientation = 17,500
3. Selection and Payment
An announcement will be published in the local newspapers catering to the needs of the community for mobilisation of applications for the scholarships. The short listed candidates will be advised to appear for an interview with a panel of social workers and educationists of the state. In the light of recommendations of the panelists, only deserving students will be granted scholarships as per the above said schemes. They will be paid quarterly installments through due drafts.
4. Orientation
The scholarship awardees will be oriented from time to time through meetings, lectures of experts and group discussions so as to make them more useful citizen of the country and the community.
5. Appeal
In the wake special situation prevailing in Gujarat, generous support is solicited from the philanthropists and social organisations to come forward for the desired help to the people of state. The FSC will appreciate regular patrons to finance the scheme at least for the completion of the course of the selected students. The FSC will provide quarterly report of the progress of the scheme to the donors and would keep dear their suggestions for the success of the scheme.
